With reference to the communication from this

Department No. 195329 of the 8th instant I am directed by Viscount Grey of Fallodon to transmit to you herewith a copy of a telegram from His Majesty's Minister at Bangkok relative to the attitude of the Siamese Government on the subject of the importa- tion into Siam of the arms and ammunition for Mr.
Spillman which have been detained at Hong Kong.
A copy of a communication which is being
addressed to the United States Embassy on the subject is also enclosed and I am to request that
Mr. Secretary Bonar Law may cause instructions to
be issued to the Government of Hong Kong in the
sense indicated in the last paragraph thereof.
